Licensing in Montana

Montana changed the rules on January 1, 2026 - construction contractors now need a LICENCE (not just registration) from the Department of Labor & Industry, with a small-job exemption under $2,500.

State licence required?
A licence, as of 2026. "Effective January 1, 2026 - All construction contractors in the state of Montana are required to be licensed with the Montana Department of Labor & Industry." Montana House Bill 239 (2025 session) "transitioned the state's construction contractor system from a basic registration framework to an official licensing program." Contractors that held an active Montana registration as of December 31, 2025 were converted to the new licence. A "construction contractor" means a person, firm or corporation that "in the pursuit of an independent business, offers to undertake, undertakes, or submits a bid to construct, alter, repair, add to, subtract from, improve, move, wreck, or demolish for another a building, highway, road, railroad, excavation, or other structure, project, development, or improvement attached to real estate" - which covers garage door installation and repair. Application fee $70.00 (non-refundable), renewal fee $70.00, no continuing education required. Anyone treating Montana as a registration-only state is working from pre-2026 information.
Threshold
$2,500. Mont. Code Ann. 37-45-104 (Exemptions), subsection (8), exempts "work or operation on one undertaking or project considered of a casual, minor, or inconsequential nature, by one or more contracts, the aggregate contract price of which, for labor and materials and all other items, is less than $2,500 a job." The exemption does not apply where the work is part of a larger operation or where contracts are split into sub-$2,500 amounts to evade the chapter.
Permit for a garage door
Montana has adopted the International Building Code, 2021 Edition and the International Residential Code, 2021 Edition, both effective June 11, 2022 (ARM Title 24, Chapter 301) - see https://bsd.dli.mt.gov/building-codes-permits/current-codes. Outside certified cities, all state-owned agency buildings must be permitted, while these are exempt from a state building permit: farm and ranch buildings; mining buildings on mining property; petroleum refineries and pulp and paper mills (except office and shop buildings); "residential buildings containing less than five dwelling units (except when serving transient guests)"; and "private garages and private storage buildings used for the owner's own use (not part of a commercial enterprise or business)." So a typical detached/attached private garage door job usually falls outside the STATE permit; certified cities and counties may still require a local permit.
